FY2022 Benefit Choice Open Enrollment Period

The annual State Employee’s Group Insurance Program (SEGIP) Benefit Choice open enrollment period begins Friday, May 1, 2021.  You have until June 1, 2021, to make your changes and/or elections.  Changes made during this time become effective on July 1, 2021.

The one-stop Benefit Choice shop allows you to:

  • Change health plans.
  • Add or drop dental coverage. Beginning July 1, 2021, employees now have the option to enroll in Dental Only coverage. However, if you enroll in health coverage and choose dental coverage, dependents must mirror the coverage of the member.
  • Add or drop dependent coverage (Adding a dependent requires documentation).
  • Increase or decrease option life insurance.
  • Add or drop MyBenefit Plus coverage.
  • Enroll in MCAP and/or DCAP. Employees must enroll in this program each year; previous enrollment in the program does not continue into the new plan year. Members will be allowed to carry over their full unused balances for both MCAP and DCAP for the FY21 and FY22 plan years.

All Benefit Choice changes and elections are now completed through MyBenefits Service Center.

No paper forms are required or accepted.

The FY2022 booklet provides the current information regarding changes for the new plan year (July 1 – June 30).  Please review the information provided in the booklet before making your elections or changes.

Additional Information Regarding MCAP/DCAP

Per the guidance of Notice 2021-15, the IRS has extended and added to the temporary COVID-19 flexibility for MCAP and DCAP for both FY21 and FY22 plan years.

Summary of Changes Permitted by the State of Illinois Plan (for a more detailed summary of the guidance, read IRS Notice 2021-15, and FSA Adopted Changes).

1.) Members will receive Election Flexibility.
     • Members may enroll in MCAP or increase the amount of their election during the year without experiencing a qualifying event.
     • Members can make any changes to their DCAP election during the year without experiencing a qualifying event, if they re-enroll in the same plan.

2.) Members will be allowed to carry over their full unused balances for both MCAP and DCAP for the FY21 and FY22 plan years.

Additionally, as part of the American Rescue Plan Act of 2021, Congress has provided the ability for DCAP plan administrators to increase the maximum contribution for plans that start during 2021. The State of Illinois has decided to allow this increase for our fiscal year 2022 DCAP. For fiscal year 2022 only, the maximum DCAP contribution will be increased from $5,000 to $5,250.
